The Governor



The overwhelming mandate that Governor Oscar Seriña Moreno got from his constituents is a testament of the people’s confidence in his leadership aptitude, character and vision for the province.


Oca Moreno is a product of the public education system, the private sector work ethics and technocracy and true government service. Graduating as Salutatorian at the Balingasag Central School, he finished high school at Xavier University (formerly Ateneo de Cagayan) and earned a Bachelor of Laws degree and a Silver Medal for Academic Excellence from San Beda College. He took and passed the Bar Exams in 1975.


Before heading for the governorship, Oca has served two terms in the House of Representatives, representing the First District of Misamis Oriental. He belonged to the “Spice Boys”, a group of a new breed of dynamic leaders in the Lower House of Congress.


As a legislator, he authored and co-authored scores of statutes embracing an extensive range of issues especially on economic concerns while shepherding the House’s priority measures as its Chairman of the Committee on Economic Affairs. Most notable of these include the Republic Acts on Anti-Money Laundering and its revised version, the Special Purpose Asset Vehicle Law (SPAV), the Securitization Act and the Barangay Micro-Business Enterprise Law. He also pushed for electoral reforms in the Autonomous Region in Muslim Mindanao and for strengthening legislation in education, social services and environmental protection.


His corporate savvy proved advantageous during the famous Impeachment Trial of deposed President Joseph Estrada, from which the monumental EDSA II sprung. As one of the prosecutors of the House of Representatives during said trial, Gov. Moreno was instrumental in the successful paper trail that ultimately led to the abortion of the graft-ridden administration of Estrada and the eventual catapult to power of President Gloria Macapagal -Arroyo.

His professional competence has been a product of a wide range of education and training from prestigious international learning centers, which include Kennedy School of Government, Harvard University; Woodrow Wilson School of Government, Princeton University; and Duke Center for International Development, Duke University. He attended several programs in said institutions such as:

  1. Executive Program for Leaders in Development;
  2. Program on Budgeting and Financial Management in the Public Sector;
  3. International Executive Program on Macroeconomic Policy and Development;
  4. International Workshop on Privatization, Regulatory Reform and Corporate Governance;
  5. Program on Fiscal Decentralization and Local Government Financial Management.


His aptitude and vision for public service garnered several recognitions from various institutions and organizations. Some of the more distinguished of which are:

  1. Top Ten Outstanding Congressman 2000, Free Press Magazine;
  2. Best Presentation Citation, International Workshop on Privatization, Regulatory Reform and Corporate Governance, Princeton University, New Jersey, July 13, 2001;
  3. Award of Distinction, Integrated Bar of the Philippines, Greater Manila Region (Quezon City Chapter), July 27, 2001;
  4. Bedan of the Century, San Beda College, Mendiola, Manila, October 27, 2001;
  5. Outstanding Congressman 2002, Asusasyon ng mga Kumentarista at Anaunser ng Pilipinas, Manila Midtown Hotel, Manila, January 30, 2002;
  6. The Most Distinguished Alumnus Award, Xavier University-Ateneo de Cagayan Alumni Association, Inc., Xavier University, Cagayan de Oro City, August 23, 2003.


Gov. Moreno hails from the idyllic town of Balingasag, Misamis Oriental. He was born to Dr. Emeterio A. Moreno, Sr. and Milagros Roa Seriña, a retired public school teacher and music instructor.
